The Navy is administered by the Department of the Navy, led by the Secretary of the Navy (SECNAV).
The Secretary of the Navy and Chief of Naval Operations are responsible for organizing, recruiting, training, and equipping the Navy so the Navy is ready for operation under the command of the Unified Combatant Commanders.
Launched in 2003 as part of the Navy's Sea Power 21 transformation plan, Sea Warrior is intended to link the fleet's personnel processes (recruiting, training, and assigning) with acquisition processes (buying ships, aircraft, etc.) in a way that also improves each individual sailor's ability to guide his or her own career in a satisfying direction.

Navy officials say the sub's commander said the San Francisco collided with an "uncharted" mound that would have been invisible to the sub's crew if they were running silently — without using underwater sonar.

A unique feature of the Jimmy Carter is a 100-foot hull extension called the Multi-Mission Platform, which provides enhanced payload capabilities, enabling the submarine to accommodate the advanced technology required to develop and test a new generation of weapons, sensors and undersea vehicles.
The Jimmy Carter was delivered to the U.S. Navy on Dec. 22, 2004 and is due to be commissioned on Feb. 19, 2005.
Carter graduated from the U.S. Naval Academy in 1946, served as a commissioned officer aboard submarines, and served as commander-in-chief from 1977 to 1981.

It should be noted that in the United States Navy, unlike European Navies, the first ship in a class to be authorized by the US Congress is the designated class leader (class name ship), regardless of the order in which the ships of that class are laid down, launched or commissioned.
The CVB designation was approved by the Secretary of the Navy on 10 June 1943 and the CVL designation was approved on 15 July 1943.
On 17 July 1920, the Secretary of the Navy prescribed a standard nomenclature for types and classes of NAVAL VESSELs, including aircraft, in which lighter-than air craft were identified by the type "Z" and heavier-than air craft by the letter "V".

The first of class, the Seawolf (SSN21), was ordered from the Electric Boat Division of General Dynamics, Connecticut, in January 1989 and commissioned in July 1997.
The third, Jimmy Carter (SSN 23), is to be modified to improve payload carrying and underwater manoeuvrability.
