Super Video CD - Wikipedia, the free encyclopedia
SVCDs may have two separate stereo audio tracks (for commentary or additional languages); audio may have up to 8 channels (in a 7.1 arrangement) using the MPEG Multichannel surround sound format, though space constraints and poor hardware support make it somewhat impractical.
SVCD is under consideration for IEC standardization, so SVCD will likely become recognized internationally as a standard CD format, just as the Compact Disc and Video CD formats already are.
SVCD titles are available commercially in China, Hong Kong, Taiwan, and several other Asian countries; whether the SVCD standard will enjoy commercial success outside of Asia remains to be seen, however.

SuperVCD's (SVCD) the process & TMPGEnc encoder issues page.
In my view the main advantage of SVCD is that the Mpeg2 format includes provision for interlaced video playback (Mpeg1 did not) so movement within the frame should be equal to at least normal video tape playback on a TV.
In the process of encoding a SVCD you may encounter a color shift or a lack of brightness or reduced contrast in the final file when compared with the original source.
The specification for SVCD requires 44/16 stereo sound, the DV default of sampling, either at 32000 or 48000, is therefore not acceptable.

In comparison to SVCD or DVD the picture is to "soft" / blur and by far not as crisp as a DVD/SVCD because the resolution of a VCD is 352x288.
SVCD is 480x576 (for PAL and 480x480 for NTSC); bitrates up to 2.6MBit's are allowed and this is a standard that is currently defined by the IEC, so the future for SVCD looks good and there will be more players that can handle this chinese video cd format.
As I mentioned earlier, the source for an SVCD can be different; one very interesting way is to capture videos from a TV card (I've done this several times with a Hauppauge WinTV Radio) and convert it later on into an MPEG2 video.

The 16:9 aspect ratio most commonly used by movies, although required by the SVCD spec, is not implemented in the vast majority of DVD players, so you have to letterbox the video to 4:3 in order to make it play in most DVD players.
The major advantage of the SVCD format is that it will play on most standalone DVD players (see http://www.vcdhelp.com/dvdplayers.php for compatibility lists), as well as on your computer.
It is necessary to split the discussion into separate sections for TV source material (4:3 aspect ratio, 29.97 frames per second) and film source material (16:9 widescreen aspect ratio, 24 frames per second), because of the differences that arise when dealing with different frame rates and screen sizes.
