SWR, which stands for standing wave ratio, may be illustrated by considering the voltage at various points along a cable driving a poorly matched antenna.
The SWR for terminations between these two extremes may be calculated by considering the interaction of the reflected wave with the incident wave to determine the minimum and maximum voltages.
SWR is a useful number for evaluating the actual voltages and currents present along transmission lines and SWR can be directly measured in many cases but it is often more convenient to work with other, equivalent measures.

The SWR on a trunk lid mount is 3.0:1 on all channels.
When the SWR meter needle slams the side on all channels this is generally an indication that you have a short in the system.
When two SWR meters are used in one coax line, and the SWR does not read the same on both meters (assuming that the antenna is matched correctly), one or both of the meters are not balanced to 50 ohms.

SWR is very important to every CB set-up and should be checked every time a new antenna is brought or an antenna is moved.
SWR is very important because if you have a high SWR reading then you will not achieve the best transmit range and if the SWR reading is very high (over 3:1) then the reflected power will come back down the antenna lead into the radio and destroy the output transistors in the radio!

SWR (standing wave ratio), is a measurement of how efficiently your antenna system will radiate the power available from your radio.
If SWR is in the "red zone" on all channels, you probably have an electrical short in your coax connectors, or your mounting stud was installed incorrectly and is shorted.
If SWR on channel 1 is greater than that on channel 40, your antenna is considered to be "SHORT" and increasing the physical and/or electrical length of the antenna is required to correct this situation.

In simple terms … SWR compares the maximum amount of voltage or current that can be delivered by the radio to the minimum voltage or current that actually leaves via the transmission line and antenna.
With the antenna tuned at channel 19, if you were to plot the SWR from channel 1 to channel 40, the results would be curved line with both channel 1 and channel 40 being equal but higher than channel 19.
With that in mind, the SWR meter is placed in-line between the radio and the coaxial cable that feeds the antenna.

SWR that is high on all channels (over 2:1 but not pegging the needle) after the antenna has been tuned normally indicates a ground plane or coax cable problem.
You should seek SWR of 2:1 or lower on channel 1 and 40, but keep in mind that best performance may not be found at the lowest SWR readings.
The SWR meters built into CB radios are okay for general readings, but are rarely sensitive and/or accurate enough for fine tuning of antennas.

SWR Standing Wave Ratio or SWR is probably another mis-understood concept in radio that has a tendency to mess up some people.
SWR is a term used to measure the amount or ratio of RF Power that IS being radiated by your antenna to RF Power that is NOT being radiated and reflected back into your feedline/transmitter.

Assuming that most people will use the built in radio meters to set and monitor their swr, and most people will also transmit on the 40 channel CB band, I will use this as my example.

Second, I assume you're using the type of SWR meter that you have to switch to FWD or CAL, key the transmitter, adjust a knob for a full-scale reading and then switch to REF or SWR - some markings like that.
SWR is (or can be) a ratio of many things - forward power to reflected power, feedline impedance to antenna impedance, etc. It doesn't change when you change power levels.

The only SWR gauge that should be trusted is the Bird Wattmeter,if it's close accuracy your are striving for without resorting to a Hewlett-Packard Reflectometer for $ 25,000 dollar accuracy.
