Sacking is a heavy closely-woven fabric, originally made of flax, but now almost exclusively made of jute or of hemp.
The same type of fabric is used for wool sacks, cement bags, ore bags, pea sacks and for any heavy substance; it is also made up into a special form of bag for packing cops and rolls of jute and flax yarns for delivery from spinners to manufacturers.
Proper sacking is essentially a twilled fabric, in which the number of warp threads per inch greatly exceeds the number per inch of weft.

Sacking out is basiclly to rub different objects all over your horse's body in way to accustom him to the sound, sight, and feel of 'scary' things or stimui.
Sacking out is also confidence building, and with it you teach him to control his natural flight or fight instincts in response to something new.

I think the primary objection to the "sacking out while restrained" is that too many people neglect the introduction part of the process, and sometimes forget the real objectives.
IMO using a halter and lead effectively during sacking out teaches the horse that the flight instinct can be self-controlled, the alpha human is reinforced as the determiner of what is safe or spooky, and the horse learns that the spook isn't desired behavior.
Sacking out is great training for any horse who has not "been there, done that" in a relaxed manner.

But I think that when we simply focus on making it illegal (the debate is out on whether this would do much good anyways) and ignore both the economic and social pressures that cause women to make such a decision, we not only have it wrong, we are cruel.
I think what bothered me about it is that it seems to single out a certain type of person, based on an attribute of who they are that is both very important to them and the source of a lot of pain in their lives.
