Sacrosanctum Concilium 7, continuing in the tradition of Mediator Dei [Pope Pius XII's 1947 encyclical on the Liturgy], defines the Liturgy as the exercise of the priestly office of Jesus Christ.
Sacrosanctum Concilium (the nature of the Liturgy and its significance in the life of the Church) is deliberately brief, these very important points are not further developed.

The Constitution on the Sacred Liturgy, Sacrosanctum Concilium, was one of two documents issued on the same day, December 4, 1963, the first two documents issued by the Second Vatican Council.
Sacrosanctum Concilium is one of the most important documents of the Council, one that has been the least understood and, I believe, has wrought the most havoc — not by having been fulfilled — but by having been ignored or misinterpreted.

Monsignor Elliott: The council document was the mandate for post-conciliar liturgical reform and most of the reforms are good, especially better celebrations of the sacraments, concelebration, the reform of the Divine Office and the wider use of the vernacular.
The opening doctrinal section of "Sacrosanctum Concilium" is brief, because it presupposes "Mediator Dei." Then, after the council, the "changes" were brought in an authoritarian way, hastily, often without respect for popular piety and what people valued.
I also believe that some changes to the Mass went beyond what the council Fathers envisaged in "Sacrosanctum Concilium," and this is the very area where we still encounter problems.
