A report by the U.N. rapporteur on torture, Theo van Boven, found in 2002 that torture in Uzbek jails was systematic and routinely used to terrorise opponents and obtain confessions which sometimes resulted in courts giving the death penalty.
Safayev told a Brussels news conference that following van Boven's report, Uzbekistan had implemented an action plan to clamp down on torture.
Safayev was in Brussels to meet European Union officials about Uzbekistan's links with the bloc, and External Relations Commissioner Chris Patten will visit the country in March.
