Kyoto was in festive array, and everything was ready, when the news came that Satsuma had raised the standard of rebellion and that Saigo had seized the arsenal at Kagoshima, and was with a large force of samurai on his march through Kiushiu.
The government feared what Saigo's advisers had counted upon—that the dissatisfied samurai of other clans would create serious disturbances elsewhere, and it is more than probable that at this time promises and concessions were made, whereby [257] they were assured that henceforward the samurai alone should occupy official positions.
Whether Saigo believed this absurd story or not, the other leaders of the clan thought that the moment for action had arrived, and the old samurai spirit of loyalty to the clan impelled Saigo to place himself at its head.

It is well documented that he referred to Tanomo Saigo as his teacher, but, with only 1 1/2 years of study under him, Sogaku was not teaching the complete system of Tanomo Saigo.
Shiro Saigo, on the other-hand, was taught by Tanomo Saigo from childhood, so, being there is no written evidence to support Sogaku Takeda as inheritor, it holds that Tanomo Saigo's adopted son would, under traditional Japanese protocol ber the legal inheritor of the art of the Aizu and Minamoto clans.
In effect, when you talk of Saigo-Ha Daito-Ryu AikiJujutsu, you have to realise that Shiro Saigo was a 5th dan in Kodokan Judo, so, his art must have included the judo techniques as well and you must know that Judo has some Daito-Ryu in it as well.
