Saimin Gakuen ISN'T a masterpiece, but successfully recycles old clichés into a flowing and enjoyable form: I'm don't regret the 82 Dollars spent on it (see http://shop.himeya.com/products/adult_win_jp_ac/saimin_gakuen/saimin_gakuen.html).
Even here, Saimin Gakuen isn't a masterpiece, but the music tracks and the MALE (yes, this game has 2+ speaking male co-protagonists) and female voices are excellent, exceptional at times, and give a nice ambience.
But, first and foremost, Saimin Gakuen is great for the context of the story, for his absurd/immoral/inventive/funny situations, for the possibility of experimentation with the diseased mind of Shinta Murakoshi.

As for saimin soup stock, my family uses some dried shrimp (or if we are lucky, shrimp shells), a small handful of bonito flakes, and a small piece of konbu.
Japanese saimin noodles is simply made with a high gluten flour, such as bread flour, salt and a little baking soda (don't know why it is used, but I know that those three ingredients are used with water also for the Chinese stretched hand made noodles.
