Saint Helier, a 6th century ascetic hermit, is patron saint of Jersey in the Channel Islands, and in particular of the town and parish of Saint Helier, the island’s capital.
Helier’s wanderings led him through what is now the village of St.-Hellier in the département of Seine-Maritime in Normandy and eventually to the Cotentin where he sought retreat from the distractions of the world in the monastic community of Saint Marculf at Nantus (Nanteuil, now St.-Marcouf-de-l’Isle in Manche).
Helier’s relics were sent to the abbey of Beaubec (situated in Beaubec-la-Rosière (Seine-Maritime)) where they remained until the destruction of the abbey at the French Revolution.

The medieval hagiographies of Helier, the patron saint martyred in Jersey and after whom the parish and town are named, suggest a picture of a small fishing village on the dunes between the marshy land behind and the high-water mark.
An Abbey of St. Helier was founded in 1155 on L'Islet, a tidal island adjacent to the Hermitage.

Saint Helier is named for Helier (or Helerius), a 6th century ascetic hermit, pupil of Saint Cunibert from Tongres (now in Belgium).
Though Cunibert raised him in the church, Helier journeyed to Normandy and at Nanteuil in the Cotentin, a holy man called Marculf baptized him and sent him to an island called Gersut, or Agna (Jersey), which was all but depopulated due to repeated attacks by Vikings.
Though on his rock Helier starved himself to ascetic weakness, he had the strength, when he was beheaded by further pagans (Vandals in the hagiography), to pick up his head and wade to shore (compare Saint Denis).

The Road Traffic (Saint Helier) (Amendment No. 14) (Jersey) Order 2003 which came into force on 28th October 2003 increased the cost of a permit in the Stopford Road/ St.
Helier wishes to honour pledges made by local elected members to the residents of the area that a reduced permit fee would be implemented as soon as possible.
Helier is currently involved in constructive discussions with the Environment and Public Services Committee over the whole range of its common services, and is hopeful that issues surrounding the provision of parking control and the allocation of revenue streams involved in parking provision and enforcement will be resolved during the course of the year ahead.

The purpose of this Order is to revoke the provisions of the Road Traffic (Saint Helier) (Jersey) Order 1996 concerned with the parking of vehicles used by disabled persons in the Parish of St. Helier consequential upon their re-enactment in the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.
The purpose of this Order is to amend the provisions in the Road Traffic (Saint Lawrence) (Jersey) Order 1990 concerned with paying parking places on roads to bring them in line with the Parish of Saint Helier and thereby enable disabled persons to park for a period of 2 hours instead of 20 minutes.
The effect of this Order is to designate specified parking places in the residential and business parking zone in the Stopford Road area in Saint Helier as two-hour paying parking places during the times at which they are not reserved for the use of permit holders.
