Saito Hajime - Wikipedia, the free encyclopedia
One of the few who survived the numerous wars of the late shogunate period, he was considered to be on the same level as the legendary first troop captain Okita Souji and the second troop captain Nagakura Shinpachi.
Saito was fierce and fearless in combat and his left-handed single thrust was one of the most dreaded and lethal sword techniques used by members of the Shinsengumi (Shinsengumi-Kenzyutu).
In Rurouni Kenshin, Saito is granted special permission to carry a katana.

Saitou Hajime was actually the third captain of the Shinsengumi in real history and all of the details about his personal life (excluding the Kyoto Arc, his relationship with Kenshin, and Shibumi) is historically accurate.
Saito’s a character who’s currently active, and I don’t want to give too much away, but in the distant future, what I’d like is for him to become a “dirty” hero, sticking always with his “Swift Death to Evil” philosophy, never ever becoming a “nice guy” or becoming palsy-walsy with Kenshin and the gang.
Saito Hajime’s favorite move historically was the “left single-handed thrust,” so I gave it the name “gatotsu” to better fit in with the whole action-manga thing.

Saito's flashback reveals a man who is clearly of low heritage, arriving in the Shinsengumi camp in dirty threadbare clothing and so humble in nature that the gruff Captain Saito is immediately sickened by him.
Saito is a paradigm of cynicism, holding very little value in his own life and even less in the lives of others, but severely loyal to the ethics of the Shinsengumi and what he perceives to be his own samurai code.
Saito was said to have been very quiet and an excellent undercover agent/assassin, so many stories portray him as a cynical man with a harsh temperament.

The fight between Saito and Kenshin is supposed to represent the level of fighting which happened in the Bakumatsu period in Kyoto.
This along with a screaming Kaoru who is completely unheard illustrates most clearly how Saito and Kenshin are fighting in a world of their own; where the only voices which can reach the fighters would be from Bakumatsu Kyoto.
