A recent Sakhalin Energy brochure on its Sakhalin II project frequently blurs the distinction between the early phase of the project and later phases.
When the Sakhalin II is viewed from a global perspective, it becomes clear that development beyond the relatively modest oil production scheduled from Molikpaq is uncertain - and that Molikpaq alone is unlikely to produce great oil riches.
Sakhalin and the Russian Federation doubtless wish to avoid the kind of problems Alaska experienced while ensuring that Sakhalin and the people of Russia secure the full revenue to which they are entitled.

The report documents that Sakhalin II seismic examinations present incomplete, inaccurate and contradictory information, understates seismic risks, fail to provide documentation of site-specific risks at individual fault crossings, and base their findings on hazards to people, but not to the environment.
The report casts doubts on assurances of project safety made by Shell to public finance institutions that are considering funding for Sakhalin II.

Case study: Sakhalin II At present, Sakhalin II (phase I) is one of the largest among oil and gas projects supported by MDBs in Russia: it ranks third in the amount of the EBRD oil and gas financing in the country.
The consultation process on Sakhalin II resulted in non-compliance with the country’s requirements, and this issue was obviously left by the bank to be discussed and settled down with the Russian authorities and not the EBRD staff.
According to the Russian legislation [lxxii], since Sakhalin II pre-supposes the benefits and impacts at the national scale and involves foreign participation, the EIA hearings and consultations are to be conducted at the federal level.
