In the west, in the department of Potosi, lies the Salar De Uyuni, the world’s largest salt flats.
Major cities are La Paz, Sucre, Santa Cruz de la Sierra and Cochabamba.
Successes under President Sánchez de Lozada (1993-97) included the signing of a free trade agreement with Mexico and becoming an associate member of the Southern Cone Common Market (Mercosur), as well as the privatisation of the state airline, telephone company, railroad, electric power company, and oil company.

Although the MNR list headed by Gonzalo Sánchez de Lozada finished first in the 1989 elections (23%), no candidate received a majority of popular votes and so in accordance with the constitution, a congressional vote determined who would be president.
The most dramatic change undertaken by the Sánchez de Lozada government was the "capitalization" program, under which investors, typically foreign, acquired 50% ownership and management control of public enterprises, such as the state oil corporation, telecommunications system, airlines, railroads, and electric utilities in return for agreed upon capital investments.
A July agreement between the MNR and the fourth-place MIR, which had again been led in the election by former president Paz Zamora, virtually ensured the election of Sánchez de Lozada in the congressional run-off, and on August 6 he was sworn in for the second time.

At noon, she came back in a taxi (and Uyuni is NOT a big town), and told me there was an accident in the Salar, and Jaime went to help, and she didn't know when he'd be back.
We suggested going back to Uyuni and starting again the next day, but were told that was not an option, and Jaime continued on, driving in a frenzy, either to make up for lost time or because he was all riled up about the interaction with his wife.

this is known to us travellers here on the gringo circuit in south america as, ¨the salar trip,¨ because the highlight is supposed to be the ¨salar de uyuni,¨ a salt flat that is unbelievably white in the dry season and full of water in teh wet.
but it was pretty, and a short visit to the isla del pescador in the middle of the salar was full of cacti and more pretty reflections.
This ¨island¨ in the middle of the salar isn´t even surrounded by water for half of the year as the salar stays dry during the south american winter.

After driving for two hours across the extremely flat salt flats extending from horizon to horizon, we arrived at Isla de Pescadores (Fisherman's Island).
This island stranded in the middle of the Salar de Uyuni was covered with 10-20 ft tall cacti resembling the Saguaro of the American southwest.
The cacti grew among tufa deposits formed when the lake was full of water.
