  Saltopus- Enchanted Learning Software
Saltopus was a carnivore, a meat eater that may have primarily eaten insects.
Saltopus may have been a saurischian ("lizard-hipped") dinosaur, a theropod, and a member of the infraorder Herrerasauria (which includes Herrerasaurus, Staurikosaurus, Eoraptor, and other very early dinosaurs).
Saltopus is only known from fragmentary remains and its classification is uncertain; it may have been a lagosuchid (primitive reptiles that led to the dinosaurs) or an ornithosuchian (not dinosaurs, but closely-related archosauromorphs).

Saltopus - Wikipedia, the free encyclopedia
Saltopus was a very small bipedal reptile, roughly 23 inches (60 centimeters) long, discovered in Scotland.
Probably the size of a small cat, with hollow bones like those of a bird, it may have weighed in at around two pounds (one kilogram), and had five-fingered hands and a long head with dozens of sharp teeth.
It may also have been a lagosuchid (a primitive reptile from which the dinosaurs arose) or an ornithosuchian (closely related cousins of dinosaurs) instead of a true dinosaur.

It is known from partial skeletons found in Scotland.

 What is Saltopus?
So, Saltopus is obviously an ornithodiran, but it is not decribed well enough to determine presence or absence of dinosauromorph, dinosauriform or Pseudolagosuchus+Dinosauria synapomorphies.
Saltopus does lack a brevis shalf and a deltopectoral crest at least 35% of humeral length (it's crest is about 20%), which place it outside the Dinosauria.
So in conclusion, Saltopus is a non-dinosaurian ornithodiran, probably either a "marasuchid" or a pterosaur relative, with evidence for the latter a bit better.

SALTOPUS Huene 1910 [nomen dubium]--means this is a dubious classification!
Comments: Possibly dinosaurian, the genus Saltopus was founded upon a partial skeleton collected from the Lossiemouth Sandstone Formation of Lossiemouth, Elgin, Scotland.
Huene (1910a) originally diagnosed Saltopus as follows: Tail long, very light, comprising more than 23 caudal (tail) vertebrae; forelimb short, about 2.5 centimeters in length; femur markedly curved, 2 centimeters shorter than tibia; metacarpals very much elongate; total length of animal approximately 60 centimeters (about 23 inches).

 Re: What is Saltopus?
The synapomorphies Saltopus might share with pterosaurs seem too prone to homoplasy, so I would personally favor placing Saltopus near either Lagerpetonidae or Lagosuchidae (= Marasuchidae).
If it cannot be placed within either of those two families, it probably deserves to be placed in a separate family of its own.

 Palaeos Mesozoic:  Triassic: Carnian: 600
Saltopus elginensis is an enigmatic ornithodiran known from a single partial but still fairly complete skeleton from the Lossiemouth Sandstone of Elgin, Scotland.
In life, this was a gracile, long-legged cat-sized animal about 60 or 70 cm long, with jaws equipped many small sharp teeth indicating a mostly insectivorous diet (although microvertebrates were also on the menu).
The fossil has not been adequately reexamined since its discovery in 1910, and the extremely poor preservation of the specimen makes it impossible to interpret unambiguously.
