The depiction of Raissi's role supported suggestions by investigators in Germany that the 19 men so far identified as the hijackers were part of a conspiracy by at least 30 individuals, whose missions varied from planning and supervising to carrying out the hijackings on Sept. 11.
While Raissi's lawyers denied his involvement, the assertions by Sambir may provide the first public insight into the movements and operations of a second tier of attackers, beyond the hijackers.
Sambir said Raissi, who was based in Britain, visited the United States on several occasions between June and July of this year and on June 23 flew to Las Vegas with his French-born wife, Sonia, 25, who works for Air France at Heathrow Airport.
