Samegrelo (Mingrelia) is a historic province in the western part of the republic of Georgia, formerly also known as Odishi.
Samegrelo is bordered by the rebellious province of Abkhazia to the north-west, Svaneti to the north, Imereti to the east, Guria to the south and the Black Sea to the west.
In 16th century-1857 the independent Principality of Samegrelo was under ruling of Georgian dynasty Dadiani and patronage of the Ottoman Empire.

Once one of Georgia’ s most prosperous regions, Samegrelo’s economy rapidly degenerated following the 1993 civil war and sudden arrival of tens of thousands of refugees from Abkhazia.
Fighting crime became a top priority in Samegrelo, long a hotbed for smuggling and organized crime activities associated with the nearby breakaway region of Abkhazia.
RESULT: 2005 - Construction on the Samegrelo highway was officially announced in April 2005 and patch work began that month on a few of the major roads in Zugdidi.

In the second half of the 17th century the Sharvashidzes seized the opportunity of Samegrelo being weakening and their raids towards Odishi (from Dioscuria-Sukhumi to the river Tskhenistskali) became more frequent and of regular character.
Since the beginning of the 18th century till 1840 when Samurzakano was declared a Russian territorial-administrative unit, Samurzakano was the point of permanent dispute between the representatives of the senior (Likhni) branch of the Sharvashidze and Samegrelo Principals.
In this fight the Dadiani (Samegrelo princes) mostly were victorious and Samurzakano was considered to be a part of Samegrelo-Odishi Principality (but some exceptions in the first third of the 18th-19th cc.), and its rulers, the Sharvashidzes were the vassals of the Dadianis.

Officials in Georgia are concerned that rising tension in the breakaway region of Abkhazia may spill over into the neighboring regions of Samegrelo and Imereti, where Tbilisi is already struggling to promote order.
Samegrelo and Imereti are viewed by top members of Saakashvili’s administration as Georgia’s "heartland." Strengthening the political infrastructure of the two regions, thus, is essential if the central government is to achieve his overall objective of re-establishing Tbilisi’s authority across all Georgian territory, especially in the breakaway regions of Abkhazia and South Ossetia.
That Saakashvili turned to Getsadze and Ugulava to address the challenges in Imereti and Samegrelo suggests that the president lacks trust in his main political power base, the National Movement, as a means for filling important posts in the provinces.

At the beginning of November 2004 the UNOMIG Civilian Police (CIVPOL) successfully completed its training of twenty patrol police from the Samegrelo and Upper Svaneti Patrol Police department.
The Samegrelo and Upper Svaneti Patrol Police leadership, represented by Lt-Col Sergo Kardava, and the appointed patrol police officers attended the courses diligently and with great interest.
He also stated that the lessons provided by the UNOMIG CIVPOL, particularly on the important topic of Human Rights, were very welcome and most important to the Samegrelo and Upper Svaneti Police.
