Samuel Augustus Barnett (February 8, 1844 – 1913) was an English clergyman and social reformer particularly associated with the establishment of the first university settlement, Toynbee Hall in east London in 1884.
Barnett discouraged outdoor relief, because it fostered the pauperisation of the neighbourhood.
Barnett was a select preacher at Oxford in 1895-1897, and at Cambridge in 1900; he received a canonry in Bristol Cathedral in 1893, but retained his wardenship of Toynbee Hall, while relinquishing the living of St Jude's.

(1844), English clergyman and social reformer, was born at Bristol on the 8th of February 1844, the son of Francis Augustus Barnett, an iron manufacturer.
Mr and Mrs Barnett worked hard for the poor of their parish, opening evening schools for adults, providing them with music and reasonable entertainment, and serving on the board of~ guardians and on the managing committees of schools.
The Barnetts were also associated with the building of model dwellings, with the establishment of the childrens country holiday fund and the annual loan exhibitions of fine art at the Whitechapel gallery.

In 1875 Arnold Toynbee paid the first of many visits to Whitechapel, and in 1877, Barnett, who kept in constant touch with Oxford, formed a small committee, over which he presided, to consider the organisation of university extension in London.

In the United Kingdom, awareness of poverty issues was growing among concerned citizens and especially also in religious groups and universities, and there were various attempts to counteract the negative social effects of urbanisation and industrialisation.
The most influential attempt with regard to the Settlement movement began in 1873, when the newly married Samuel Augustus Barnett, a 30-year old curate in the Church of England, and Henrietta Rowland went to live in St. Jude's parish in the East End of London.
In this poor neighbourhood the Barnetts organised practical parish activities and worked to alert others to the dismal conditions in their area.
