Experts at the Department of Health (DOH) regional office based in San Fernando City, La Union, suspected that the outbreak of the disease was not caused by food nor was it airborne.
The experts explained it was unlikely that the disease was due to contaminated food, because based on their analyses, the patients came from different barangays where the victims did not take the same kind of food.

The project had been funded and technically assisted by LWUA under a project loan package with the Asian Development Bank (ADB).
The project which also involved the laying of some 22 kilometers of new and bigger-diameter pipelines around San Carlos is designed to extend piped potable water to an additional 2,000 households in this Pangasinan city noted for its world-class mangoes.
