I think this is a confusing matter: the airport is patrolled by SFPD, its commission members are appointed by the mayor of San Francisco, it has a San Francisco zip code, its revenue goes to the city, but on maps it is not portrayed as separate from San Mateo county.
The City and County of San Francisco are coextensive, and the airport is clearly in San Mateo County.
The land occupied by SFO is part of San Mateo County, and thus cannot be part of the City and County of San Francisco.
