When the moderate government, then in force, gave a few pale concessions to the lower ranks, the middle ranks, with the intention of maintaining their own privileges that could almost be described as feudal (there still existed share-cropping) on the remaining population, reacted by assuming the fascist mode that was already present in Italy.
The San Marino Fascist Party was born in 1922, it lacked from the beginning an internal unity: we must remember however that the common interest of its followers was to maintain the personal privileges and classes.
For nearly the entire duration of the war the neutrality was respected transforming the Republic into a refuge state for many of the surrounding habitants.
