According to the grand jury's findings, Water Department management said the net cost to the Water Department for concessions was much lower before 2003 when private contractors ran the concessions than it cost the department under its agreement with Park and Recreation.
The grand jury questioned the Water Department's “lack of inventory controls and inadequate management review by the Water Department over the acquisition of assets.” The grand jury maintained that both the Water Department and the Park and Recreation Department relied on each other to do inventories that subsequently never were done.

San Diego River Coalition member San Diego Tracking Team and researchers from San Diego State University have teamed up to investigate the health of Southern mule deer populations, the only large plant-eaters native to San Diego County.
Their droppings, called scat, can be collected so researchers can extract genetic information to figure out where individual deer have been living and whether they use the corridors that connect larger swaths of open space.
Instead of a 500-home development, a 4,000-acre parcel of land south of Ramona and north of San Vicente Reservoir is saved, thanks to San Diego River Coalition member The Nature Conservancy, and will remain in its natural state.

The total cost of the project is $1.9 million, of which $1.3 million was donated by USAID and the rest by the city of San Sebastian and the Government of El Salvador.
