Cagayan is the region's oldest province but because 35.17% of its land area are steep to very steep land, its population growth has been outstripped by the province of Isabela which has a larger land area, with a greater percentage of flat land, and considerably greater economic opportunities.
Cagayan is basically agricultural and towns with large land areas and/or vast areas of flat land, usually have large populations, like Peñablanca, Baggao, Gattaran, and Lal-lo, all east of the Cagayan River, and Allacapan, Lasam, Solana and Tuao, on the west of the Cagayan River.
The concentration of the rural population is found in Tuguegarao, Peñablanca, Alcala, Amulung, Baggao, Solana and Tuao in southern Cagayan with rural populations ranging from 28,074 to 53,288; and in Aparri, Lal-lo and Gattaran in northern C agayan with rural populations ranging from 28,724 to 39,386.

A FISHERMAN from Cagayan province who survived four days on the high seas by eating pieces of his clothes and styrofoam after his boat had capsized, was rescued by a Japanese fishing boat Sunday night.
Five of his companions, two of whom have been confirmed dead, have not yet been found.
