Special meetings may be called by the Sangguniang Kabataan chairman or any three (3) of its members by giving written notice to all members of the date, time, place, and agenda of the meeting at least one (1) day in advance.
During their incumbency, Sangguniang Kabataan officials shall be exempt from payment of tuition and matriculation fees while enrolled in public tertiary schools, including state colleges and universities.
(d) In case of suspension of the Sangguniang Kabataan chairman, the successor, as determined in subsections (a) and(b) of this section shall assume the position during the period of such suspension.

The current move by the Congress to push for a three-year phase-out of the Sangguniang Kabataan or its abolition must be criticized, as it is tantamount to repressing the democratic rights and welfare of the youth sector to be represented at the local government level.
It must be remembered that the current crop of the Sangguniang Kabataan is a product of political machination as the 10th Congress extends their term limits and in the end making them vulnerable to fell into the seductive trap of continuing and reproducing the way of the traditional politicians.
For us, the Sangguniang Kabataan will remain to be a barometer to measure how political democracy reach the youth sector that is essential and imperative component to nation building-a barometer where our youth's active participation and involvement are required.
