Sanjiang Plain in Heilongjiang Province is a vast, low lying alluvial floodplain of about five million hectares in the apex of the Heilongjiang (Amur) and Wusuli rivers.
Two protected areas (Honghe NNR and Sanjiang PNR, East and West) are located on the Sanjiang Plain (see Annex 7b), containing one of the few remaining examples of the natural mosaic of wetland habitats, mainly in Honghe NNR, which is listed as a 'Category A' site in the China Biodiversity Action Plan.
The population of nearly eight million is within the five municipal jurisdictions of the Sanjiang Plain, of which the agricultural population is four million.

Jnawali knew the wetland at Fuyuan was endangered before he came to the area three months ago as a UN volunteer for the Sanjiang project.
The two volunteers have advised the local government in Fuyuan to be more rational in developing eco-friendly tourism and encourage farmers to increase their incomes by growing high-yield and profitable organic food instead of just expanding their cropland.
Sanjiang is one of the four UN-sponsored wetland conservation projects in China, the other three being around Dongting Lake in the central Hunan Province, Yancheng in the eastern Jiangsu Province and on the border of the western Sichuan and Gansu provinces.
