Sarn Ford had probably not an actual village but there might very well have been some quays and landings at the brink with some few cabins around.
It is well known that Saruman used Sarn Ford for carrying tobacco out of the South-Shire.
In the War between Elves and Sauron in the Second Age year 1700, Sauron lost a great battle at Sarn Ford after the arrival of the Numenorians and retracted to Tharbad where he had forces standing.

This ford (along with the ferry at Buckleberry and the Bridge of Stonebows) would form the easternmost perimeter of Shire defenses.
Even though the ford is about 25 miles OUTSIDE of the Shire, it could be expected to be garrisoned in an emergency to deny passage into the Shire to enemy forces.
Without the use of this ford, enemy troops have to slog along the foothills of the Hithaeglir (either going south from Rivendell or north from Dunland) to arrive at the West Gate.

In Sarn Gebir, sarn is singular despite the plural cebir, and thus apparently a noun 'stone (as a material)' rather than 'stone' as an adjective.

Nazgul may have crossed the Isen in the morning of 18 and it is specified that the nazgul came to Sarn Ford by evening 22 (about 115 hours).
If he gave as detailed thought to the dates as you say, then why does he nowhere mention the fact that the Nazgul are riding mearas, it would seem to be a rather necessary point to explain the speed of the Nine.
There is also the fact that somehow the Nazgul are negatively affected by water and are stopped by water, yet at the same time cross the fords of two large rivers without pause or mishap.
