SatCom and TMI assert in their respective applications that the level of out-of- band and spurious emissions from all METs conforms with Section 25.202(f) of the Commission's Rules, 47 C.F.R.  25.202(f), and with the 1994 Memorandum of Understanding among the Commission, the National Telecommunications Information Administration, and the Federal Aviation Administration.
SatCom and TMI have demonstrated that their operations will be consistent with the Commission's policies permitting service in the United States over space stations licensed by foreign administrations and therefore we find that both SatCom and TMI are qualified to hold the blanket earth station authorizations requested.

SATCOM, through the SDU, provides voice and data communication links between the aircraft and ground stations, via satellite, in conjunction with the audio management system, passenger telephone system for voice, and ACARS for data.
For the SATCOM system to be operational in voice-only mode the following components of the system also have to be operational: the SDU, the beam steering unit; the high-power amplifier; radio frequency unit 1; and the IRU -1, IRU-aux, or both.
The SDU and radio frequency unit 1 are powered from the 115 V AC Generator Bus 1 (phase A) CB "SATCOM 1A," located in the AU panel at B-28.

Satcom 1 was used as the launching ground for many cable TV services including TBS Superstation and the ABC Family channel (then the CBN Cable Network).
Satcom was the first satellite used by broadcast TV networks in the United States, like ABC, NBC, and CBS, to distribute their programming to all of their local affiliate stations.
The reason that Satcom 1 was so widely used is that it had twice the communications capacity of the competing Westar 1 (24 transponders as opposed to Westar 1’s 12), which resulted in lower transponder usage costs.
