Sate Pestage is mentioned in the novelization of Revenge of the Sith as one of palpatine's advisors whom the jedi suspected to be Darth Sidious, influencing the supreme chancellor.

Pestage's rule was tenous at best (although interestingly enough the Imperial Royal Guard did recognize his claim to the throne and served him) and his strongest Ally in Imperial Intelligence Director Yssane Isard was secretly working behind his back to bring him down.
Pestage had hoped to negotiate with Krennel in having the Admrial serve as the military leader of his forces in whle he ran the goverment.
