A satellite modem or satmodem is a modem used to establish data transfers using a communications satellite as a relay.
There are two different types, both employing the Digital Video Broadcasting (DVB) standard as their basis:

A satellite system vendor provided a firmware upgrade to their satmodems (all upgradeable remotely of course) which changed the behavior of the DHCP server.
Ethereal also revealed that the satmodem was setting the siaddr (Next Bootstrap Server IP Address) to a bogus value (0x64203D20).
(Of course 0x64203D20 is not the IP address of the satmodem, nor is it the IP address of any- thing else on the satellite network.) The bogus siaddr is ignored by Windows 2000, Linux dhclient, and other DHCP clients, which are able to obtain an IP address from the satmodem with no problems.

Check that the receiver is configured in the TNMA settings, and that the correct number of receivers has been configured in the NMS TNMA database settings.
If a signal is still not seen by the NOC connect a spectrum analyzer to the transmit cable, being very careful to use a DC block, and look for the L-Band transmit signal.
Please make sure that in the SatModem the Differential Encoder, and the Scrambler are checked, and that the Tx Inv is set to normal.

 Ethereal: [Ethereal-users] Starband Gilat satmodem 180 and Ethereal
I checked the install and the Packet Capture driver is installed and enabled for the Starband interface.
Just a little background about the Gilat satmodem - It connects to the PC through USB and there is a Starband software interface that handles the network traffic.
I checked the archives for the last couple of months and didn't see anything relating to this so hopefully I am not beating a dead horse.

Actually, it's a bit more complicated than that insomuch as I live in a very rural part of the U.S. and have satellite internet service; dsl, cable, and wisp aren't available.
The satmodem runs a web proxy that I cannot disable.
I don't know a lot about squid, but if you want me to look at some config files on the smoothwall box, I'd be happy to.

As an installer of this sat modem, and former Echostar employee, Starband insists that the ethernet port is temporary and will only appear on early models of the Satmodem.
Starband claims that USB is the lowest common denominator on computers capable of taking advantage of this high speed transfer.
And yes, as your others have noted it is possible to decipher the ROM on the Satmodem via the serial connection and turn on the ethernet port, it will only work until they make that model obsolete.
