Sattahip, Thailand is located at approximately 12º37'30''N 100º55'00"E in the northern portion of the Gulf of Thailand.
Sattahip's commercial port, called Juksamet Port, is located in Chuk Samet Bay in the southeast part of Sattahip Bay.
Sattahip Bay is relatively shallow, with depths of 10 to 13 ft (3 to 4 m) prevailing over most of its extent, although depths of less than 6.5 ft (2 m) exist in some places.

And the fact that Sattahip is an important Thai naval base that is also used by the US Navy in its South East Asian theatre of operations makes the actual location of the first direct high level talks between the Sri Lankan Government and the Liberation Tigers of Tamil Eelam no less significant.
Hakeem proceeds to Sattahip (I doubt whether there would be time for any stop-over in Bangkok), there are Muslim groups and individuals in the East who are in direct contact with the Eastern LTTE (with and without Kilinochchi's guidance) to explore the possibilities of ethnic co-existence.
Their interests would come into play only in the long term when the negotiations turn towards the larger state structure that would have to be arranged so as to accommodate and give effect to a comprehensive political settlement of the ethnic conflict.

The official, who spoke on condition of anonymity, did not say which venue at Sattahip would be used for the talks.

OFF THE COAST OF SATTAHIP, Thailand – USS Guardian (MCM 5) Sailors maneuver the ship's remote operated mine neutralization vehicle (MNV) back into it’s skid after the vehicle attached a 90 pound bomblet to an exercise moored mine during exercise Cobra Gold 2002.
Guardian, operating as part of the combined mine countermeasure group, which included USS Patriot (MCM 7) and six Royal Thai Navy mine countermeasure ships, was conducting simulated mine hunting operations May 23 in support of exercise Cobra Gold 2002.
Cobra Gold is the largest joint/combined exercise in Southeast Asia between the Armed Forces of Thailand, Singapore and the United States, stressing the ability of the armed forces to deploy, integrate and conduct coalition peace enforcement operations.

At Sattahip Station you may be approached by touts/ taxi drivers offering to take you to "Koh Samet", ie Ban Phe.
If you only get as far as Rayong Bus Station you will be offered a taxi to Ban Phe by locals or you could seek help finding the pick up point for the songtaews (trucks that serve as local buses) that go to Ban Phe.
