It was my understanding that nearly every ship that followed the saucer / secondary hull pattern had the ability to detach the saucer from the secondary hull in an emergency in the event of a warp drive breach.
In the Generations novelization, Captain Sulu gives the order to seperate the saucer section of the Exelsior from the stardrive section during a warp-core breach drill.

I know that there is a mod for BC that alllows you to separate the saucer section on the Galaxy class and fight using both sections.
One way of making it saparate would be to make the ship the Stardrive section and then change the shuttle into the saucer section, although that would be kinda weird to see a saucer coming out of another ships......um......y'know......
Actually there is a way to give a shuttle load outs for a galaxy saucer, but I agree its not worth it for sake of appearance when launching and not being able to have shuttles available for other ships.
