Saudi Bombing - A Calculated Act With a Political Message
The Saudi Arabian National Guard, by extension, was seen as a de-facto American military force.
In 1995, the terrorists attacked the Saudi National Guard Headquarters, where the Guard was trained by Vinnell.
The corporation was instrumental in the American “Twin Pillars” strategy, whereby both the Saudi Arabian regime and the Shah of Iran would serve as U.S. surrogates in the Gulf region to protect American interests against the possible incursion of the Soviet Union.

Military of Saudi Arabia - Wikipedia, the free encyclopedia
Although Saudi Arabia is exceptionally religious and defers to religious authorities on many issues, the behavior and legitimacy of the Kingdom is under constant rhetorical attack from both liberal and conservative groups.
The most important threats now are from tribesmen in Yemen who cross the frontier at will (as they have for centuries) and whose presence threatens Saudi territorial integrity.
The military is a major employer, and so it provides some relief to the nation's huge unemployment problem by bringing many young men into the defense of the government.

 Vinnell Corporation - SourceWatch
While the American military provides direct assistance to the mainstream Saudi army, virtually all of the National Guard training is contracted by Vinnell.
In this sense the Guard is a direct descendant of the Bedouin warriors who helped the Saud clan take control of their country early in the twentieth century.
Hiring out the Guard training mission to Vinnell is an effort to avoid the perception that the royal family's autocratic internal policies are being implemented and supported by the American military.

What Really Happened When Al Qaeda Attacked (Riyadh on May 12)
While variously called an attack on SANG (Saudi Arabian National Guard) Headquarters or the “US trainers” by the media, it was actually an attack on the Office of the Program Manager for the SANG Modernization Program.
The executions at the Al-Hambra compound and the killing of a National Guard soldier at the other compound demonstrated a willingness to kill Saudis.
The first attack, in November of 1995 was on a National Guard headquarters in the capital, Riyadh.

 Saudi Arabian National Guard
Although not subordinate to the minister of defense and aviation and frequently referred to as a paramilitary or an internal security force, the national guard came to be regarded as a integral part of the Saudi military establishment with the modernization of its active units and its role in the Persian Gulf War.
The SANG is not a reserve component similar to the national guard of the United States; at least part of it was an active-duty armed force existing parallel to, but separate from, the regular military service branches.
SANG units were actively involved in the liberation of Kuwait that quickly led to the resounding defeat of Iraqi forces, demonstrating that SANG is not strictly an internal security force, but an integral element of the total defensive capability of the Kingdom.

 Saudi Arabia Country Analysis Brief
In addition, the Saudi National Guard, regular Saudi military forces, and Interior Ministry officers are tasked with protecting oilfields, pipelines (the country has around 10,000 miles), ports (Ras Tanura, Al Juaymah, Yanbu), refineries, and other oil facilities (gathering centers, gas-oil separation plants, etc.).
Saudi Arabia had stated that it wanted AOC and Japan to increase their investments in Saudi Arabia (including more than $1 billion in a railway linking remote mining areas to export terminals), as well as their purchases of Saudi oil, as a condition for renewal of AOC's drilling rights in the Divided Zone.
Saudi Arabia's rapidly growing population and artificially low power prices (as a result of low, government mandated tariffs and consumer subsidies) are increasing demand on electric utilities, as power demand grows by 7% or more each year (see graph).

 Modern Saudi Arabia Legacy
Saudi law prevents non-Saudis from questioning any prisoners and during the resulting investigation American investigators accuse their Saudi counterparts of frustrating the case by withholding crucial evidence.
Saudi Arabia was crucial to the success of Operation Desert Shield and Desert Storm, allowing U.S. troops to deploy inside its territory in preparation for the 1991 attack on Iraq.
The Saudi Government has shown duplicity over the last three decades in their dealings with the U.S. Also, the Royal family is tied extremely closely through their religious beliefs to a virulent anti-American, anti-western, and anti-semetic form of Islam, the Wahhabi sect.

How a U.S. Company Props Up the House of Saud
The Saudi National Guard is a 55,000 man military force [now in excess of 80,000—Ed.] whose main job is to protect the Saudi monarchy from its own people, using arms from the United States and training supplied by roughly 750 retired US military and intelligence personnel employed by the Vinnell Corporation of Fairfax, Virginia.
With peaceful means of expressing disagreement with the current Saudi ruling circle so systematically blocked, violent outbursts like the bombing of the Saudi National Guard headquarters are more likely to occur, and to be met in turn by violent repression by Saudi Arabia& Vinnell-trained internal security forces.
On August 11, 1995, the Saudi government beheaded Abdalla al-Hudhaif, a supporter of CDLR who was convicted by a secret tribunal of offenses ranging from firearms possession to distributing critical leaflets to allegedly throwing acid at a security officer.

Intra-Islam tensions - The Washington Times: Commentary
The Saudis know the War on Terror is an intra-Islam and Arabian Peninsula war writ large.
The Saudis certainly understand the intersection of theology and psychological warfare, and are exploiting ideological-theological cracks in al Qaeda that are extremely difficult for the United States to leverage.
Saudi society is a tribal society, high-tech feudalism powered by petrodollars.

 9/11 commission staff statement  No. 15 - Terrorism & Security - MSNBC.com
In his “Declaration of Holy War on the Americans Occupying the Country of the Two Sacred Places” (Mecca and Medina in Saudi Arabia), Bin Ladin called on Muslims worldwide to put aside their differences and join in deadly attacks against U.S. forces to compel their withdrawal from the Arabian Peninsula.
Saudi Arabia has long been considered the primary source of al Qaeda funding, but we found no evidence that the Saudi government as an institution or senior officials within the Saudi government funded al Qaeda.
The Saudis televised confessions of three perpetrators indicating that their actions had been influenced by Bin Ladin, but there was no charge that Bin Ladin was directly involved.

Survivors deserve day in court - The Washington Times: Editorials/OP-ED - May 26, 2005
As employees of the Vinnell Corp., we were hired by the Saudi royal family to train and modernize the Saudi Arabian National Guard (SANG) so it could effectively safeguard the kingdom against the growing threat of terrorism.
No security cameras monitored the compound, SANG officers were unarmed, Saudi citizens entered freely to use the mosque, and authorities refused to upgrade security after they received clear warnings that Islamic militants were in the final stages of planning for a terrorist attack against Americans in Saudi Arabia.
Even though al Qaeda claimed responsibility for the attack, the Saudi terrorists were able to execute their evil plans by capitalizing on the negligent security procedures at the compound. Many Saudi officials have judged their actions in regard to this disaster.

 Office of the Special Assistant
The invitation to return to Saudi Arabia was extended to Bernard Rostker, special assistant for Gulf War illnesses, and his team when they met with Saudi Arabian National Guard officials during a Gulf War coalition fact-finding trip in November 1997.
"The purpose of the trip was to discuss the feasibility of using the Saudi National Guard health database to examine whether changes had occurred in the health status of the Guard or their families since the Gulf War," said Kilpatrick.
At that time, Saudi Arabian officials indicated they had not observed any change in the medical condition of their Gulf War veterans.

 Vast. Right. Winged.
The most strident criticism of a national sales tax is the charge that it is monstrously regressive, punishing the poor to the advantage of the rich.
My reservations about the national sales tax is that it would shift corporate capital spending away from technology innovations (which would be taxed since they would require purchases) and towards labor capital (which would be tax-free).
But a 30% national sales tax is not tax reform — it’s a titanic tax cut for the wealthy that dwarfs even Bush’s 1st term tax cuts, and a corresponding, sickening tax hike on the middle class.

CIA - The World Factbook -- Saudi Arabia
Land Force (Army), Navy, Air Force, Air Defense Force, National Guard, Ministry of Interior Forces (paramilitary)
The first major terrorist attacks in Saudi Arabia in several years, which occurred in May and November 2003, prompted renewed efforts on the part of the Saudi government to counter domestic terrorism and extremism, which also coincided with a slight upsurge in media freedom and announcement of government plans to phase in partial political representation.
The continuing presence of foreign troops on Saudi soil after Operation Desert Storm remained a source of tension between the royal family and the public until the US military's near-complete withdrawal to neighboring Qatar in 2003.
