He was born at Stratton, Cornwall, the son of Philip Sleeman, a yeoman and supervisor of excise.
In 1809 William joined the Bengal army, served in the Nepal War (1814-1816), and in 1820 became assistant to the governor-generals agent in the Saugor and Nerbudda territories.
He is best known for his suppression of the Thugs or religious murderers in India, becoming superintendent of the operations against them in 1835, and commissioner for the suppression of Thuggi and Dacoity in 1839.

IN a bid to generate traffic for the virtual jetty, built off Saugor Island at a cost of several crores of rupees, the Kolkata Port Trust has decided to offer concessional rates to vessels utilising the facility.
Since the virtual jetty is not a full-fledged berth but a sort of mooring, no berth hire will be levied on vessels calling there.
Unless the cargo inducement was adequate and firm, they would not be too keen to incur the expenditure.

Speaking at the sidelines of a seminar organised by the Bengal Chamber of Commerce and Industry (BCCI), Chanda said Japan International Co-operation Agency (JICA) was expected to conduct a study of the port.
KoPT wants to develop a full-fledged port facility at Saugor, located to the south of Haldia, and hopes to rake in a Japanese soft loan to fund it.

The IIPM expert team, in its techno-economic feasibility report on construction and operation of a mooring berth with buoys at Saugor Anchorage for round-the-year cargo operation, has noted that "the prospects of transhipment operations at Saugor are extremely bright''.
Since the area has a much deeper stable depth, a draft of 10.5 meters, which may be achieved after some dredging, will be needed for achieving the viability of the project.
The transhipment traffic at Saugor Anchorage increased from 0.5 lakh tonne to 1.54 lakh tonnes between 1995-96 and 1999-2000 (excluding crude oil).

Calcutta: Crude throughput dipped at the Haldia oil jetty under the Calcutta Port Trust during the week from June 4 to June 10 as no Suezmax tankers called at the Saugor anchorage, a point 50km upstream of the Sandheads, because of bad weather.
According to CPT sources, 80,000 tonnes of crude was handled at Haldia oil jetty during this period as against 1,50,000 tonnes in the previous seven days.
At present, a half-loaded Suezmax tanker, Maharaja Agrasen, is discharging crude to several smaller vessels at Saugor anchorage.
