Sauk County is a county located in the state of Wisconsin.
The racial makeup of the county is 97.37% White, 0.26% Black or African American, 0.87% Native American, 0.26% Asian, 0.02% Pacific Islander, 0.59% from other races, and 0.64% from two or more races.
In the county, the population is spread out with 26.00% under the age of 18, 7.40% from 18 to 24, 29.30% from 25 to 44, 22.80% from 45 to 64, and 14.50% who are 65 years of age or older.

Masel does not contend that the Sauk County ordinance is not content neutral, and we conclude that it is content neutral: nothing in the ordinance permits an official to condition a permit or impose requirements based on the content of the speech to be expressed at the assembly.
We conclude the County's construction of the ordinance is consistent with the language of SCO §§ 12.02(1), (2)(a) and 12.04(2) and is a reasonable construction: an individual who is a member of an association may apply as an individual for a license and sign that application.
Sauk County is not endorsing or sponsoring this assembly and is not in any way involved in organizing, conducting or arranging the contemplated assembly.

Sauk County argues that the circuit court erred by denying its motion for relief from judgment, §§ 805.15(3) and 806.07, STATS., and that the circuit court failed to follow our directions on remand.
We noted that Jimmie L. had left Sauk County for Florida in the fall of 1992, with the intent to secure employment in hurricane relief, and intended to return to Sauk County in the spring of 1993 to be near Teresa and their children.

Alabama, 357 U.S. Masel appears to concede that the County has a significant government interest in having someone in authority apply for and be held responsible for the assembly, but, he contends, the requirement that all members of an association sign is not narrowly tailored to promote that interest.
Masel contends the requirement that the applicant show "[a]ll necessary reasonable precautions to insure that the sound of the assembly will not carry beyond the boundaries of the location of the assembly...," SCO§12.03(2)(l), is not narrowly tailored because it is impossible to comply with.
5 Masel does not argue that the Sauk County ordinance may not constitutionally apply to assemblies on private property, and we therefore assume it may. Since his position is that the Forsyth standards apply, we take that as a concession that those standards apply both to public and private property.

The Sauk County Landfill is located in the northwestern part of Sauk County between the towns of Reedsburg and Baraboo.
A source control decision was signed by WDNR Secretary in March 1994, calling for Sauk County to install a multi-layered soil cap and gas extraction system at the landfill.

The decision by the 4th District Court of Appeals found the ordinance violated the First Amendment rights of the organizers of Weedstock, a pro-marijuana festival that was held in Sauk County in 1995, 1998 and 1999.
In 2000, after learning Masel would hold Weedstock without a permit, Sauk County obtained a court order blocking Weedstock, and Masel filed a counterclaim alleging that the ordinance was unconstitutional.
Olson said the decision still leaves counties free to enact assembly permit ordinances that include the same subjective criteria as Sauk County's ordinance.
