The Saving Throw entry in a spell description defines which type of saving throw the spell allows and describes how saving throws against the spell work.
Succeeding on a Saving Throw: A creature that successfully saves against a spell that has no obvious physical effects feels a hostile force or a tingle, but cannot deduce the exact nature of the attack.
Items Surviving after a Saving Throw: Unless the descriptive text for the spell specifies otherwise, all items carried or worn by a creature are assumed to survive a magical attack.

Any making their first saving throw against the zone aren't attracted by the spell at all, even if they leave the zone and later return to it.

At level 12 the lower base save is +4, and the higher +8.
Your base saves should be +4,+4,+8 if I remember correctly, but remember these saves are then changed by the modifer of the stat they are linked too.
Your will saves are affected by your wisdom score, which I assume is less than 10, your dex affects your reflex saves and your con effects your fortitude saves.

I had thought that you saving throw is the amount you ADD to your dice roll.
But as I fail the saving throw every single time, it would argue that one of my stats is being taken as a base, and that is so low, I will fail the saving throw.
Well if you read the feedback text in the box it will tell you what saving throw needs to be made (or you failed to make) and at what level.
