Although I think the comparison to Byzantium is more apt.
Scandanavians were recruited by the Byzantine Emperors to serve in the Varangian Guard...the Emperor's personal body guard.
While there is no evidence to indicate that Rohirrim served in the Citiadel Guard (sort of the Varangian Equivelent) the relationship between the the Scandanavians and the Byzantines seems closer to the Rohirrim and the Gondorians than the Barbarians and the Romans.
