Most of these comics seem to be either retelling of the first novel, The Wizard of Oz, in modern (post-modern?) drag or sequels to the earliest Oz books.
Scarecrow's newly granted genius has driven him insane and now he's a rhyming homocidal menace that Glinda, the Tin Man and the Lion must somehow find a way to stop.
By all indications this is a "modern" retelling of The Wizard of Oz this time with Dorothy as an adult babe, the Scarecrow as a kung fu master, the Tin Man as a big robot thingie, the Lion as a kilt wearing Celtic warrior and Toto as a mastiff.

Religion of Comic Book Characters (esp. Super-Heroes)
It is no coincidence that some of the world's most popular and critically acclaimed comic book writers are the writers who have written the most comic book stories about overt religious themes and openly religious characters.
Comic book writers notable for their regular and insightful use of religious themes in their stories include writers who are Christian, Jewish, Hindu, agnostic, atheist, etc. These writers differ in their religious beliefs and backgrounds, but they are united in their desire to write more realistic, more human, more meaningful stories.
One of the few places in mainstream comics where a large number of major superheroes have been explicitly identified as religious was in Marvel's Infinity Crusade #1 (June 1993).

The Scarecrow’s Silver Age return came in BATMAN #189 (February 1967), in “Fright of the Scarecrow,” by writer Gardner Fox and artists Bob Kane and Joe Giella.
Here the Scarecrow was given white spindly hair, jagged teeth and pupils in his mask’s eyelets, giving the character more expression and allowing him to appear much more menacing.

UGO Batman Hub - Rogues Gallery: The Scarecrow - BATMAN.UGO.COM
The Scarecrow's usual method of instilling terror was via a fear-inducing gas that could work even on the Batman, giving the Dark Knight a taste of his own fearful medicine.
Unlike the Batman, who not only inspired terror in his foes but also had a mean left hook, the Scarecrow (a gangly bookworm-type behind his hideous mask) had to depend on his fear-inducing gimmicks to win the day (which thankfully, he never did).
Strangely, the Scarecrow was passed over as a potential villain for the '60s Batman TV show - perhaps he was thought to be too much for young audiences, or perhaps his scare tactics might not fit within the humorous framework of the show.
