Scatha - Wikipedia, the free encyclopedia
Scatha, known as Scatha the Worm, was a dragon in J.
A mighty Long-worm of the Grey Mountains and one of the greatest dragons to infest the Grey Mountains of the north, little is known of Scatha's life, except that he was slain by Fram son of Frumgar (an ancestor of Eorl the Young) in the early days of the Éothéod.
His recovered hoard was the subject of great dispute between the Men of the Éothéod and the Dwarves of that region, who claimed the hoard as their own.

 Encyclopedia of Arda: Long-worms
The most famous long-worm (and in fact the only one that Tolkien explicitly identifies) was Scatha of the Ered Mithrin, who preyed on the Dwarves and Men of the Grey Mountains, and was slain by Fram of the Éothéod.
Fram slew the long-worm Scatha in (very approximately) the year 2400 of the Third Age, and Tolkien tells us that 'the land [of the Éothéod] had peace from the long-worms afterwards' (The Lord of the Rings Appendix A II The House of Eorl).
An alternative reading would be that Scatha was the last of the long-worms, and Fram's people had peace because that race of dragons was extinct.

Scatha is the core of a story told only as an anecdote about the Northman hero Fram, who slays the dragon and recovers a hoard taken from the Dwarves.
Scatha's death does not end Fram's tale, however, for the Dwarves demand that he return their hoard and he refuses, so they kill him (or arrange for his death).
Both Glaurung and Ancalagon served Morgoth, whereas Scatha and Smaug were at the very least semi-independent, if not completely independent of Sauron.

The Barrow-Downs Discussion Forum - Dragons of the Third Age
Too bad tolerence of peoples of the area were the downfall for both Scatha and Smaug, since the men of Wilderland eventually produced heroes capable of being called dragon-slayers, Bard, descendent of Girion, (with help from Bilbo, of course), and Fram, son of Frumgard, one of Eorl the youngs early ancestors.
Sure, Scatha may not have had the fire of Smaug, but that's no reason to rule him out of the power factor, he may just have been the other winged dragon, otherwise he probably wouldn't have been mentioned in the first place.
Either Scatha and Smaug bred -- Smaug was male, I don't know of a reference to the sex of Scatha -- or they were simply the only dragons to escape the battle of the War of Wrath.

He was the son of Frumgar, the king or cheiftain who led the Eotheod north to the uppermost Vales of Anduin in TA 1977.
The reason I think Scatha lived outside of Angmar is that the dragon is never used by the Witch-king in his wars with the Elves and Dunedain.

I have always imagined Scatha as a four legged dragon, without wings or ability to spit fire.
It seems that the appearance of the Scatha will be left to the dark but the conclusion is that he belonged to a sub-species of dragons which was the predecessor of the winged and Fire-Drakes.

He took residence in the Grey Mountains and considered himself lord of the range when the Dwarves began to mine the area in T.A. In response, Scatha slew a number of Dwarves and amassed a treasure hoard prior to the arrival of Durin's folk in the region.
The legacy of Scatha was the resulting conflict between the Naugrim and the Northmen, and the subsequent death of Lord Fram in the fighting.
