It was known that the Germans were using the schnorkel from 1943 in their Type VII U-boats.
The schnorkel was simply an air-induction mast raised out of the water while at periscope depth, in order to run the diesel engines, which would re-charge the battery.
One of the drawbacks of fitting the Schnorkel (called Snort in the RN), was that the extra topweight necessitated the removal of the deck gun.

During WWII the German Navy developed the system, and by late war was deploying U-Boats with schnorkels.
Operating with a schnorkel was no picnic, and most of us recall the head valve closing and opening due to wave action, which led to ambient pressure changes within the boat.

Normally, battery power is only good for a up to twelve hours of operation and such subs spend most of their time propelled by their diesel engines.
The diesels have to be run while the sub is surfaced, or semi-submerged (using a schnorkling device first widely used by the Germans during World War II.) The schnorkel device (a venting system attached to a reinforced periscope type mast) allowed a sub to run at periscope depth using the diesels.
But the schnorkel vents automatically closed anytime the waves got too high, thus causing the diesel to shut down, and the air pressure in the sub to suddenly change (causing ears to pop).

I'm assuming this is something to do with the older model schnorkel, with the brace intended to fit the schnorkel 'boom'.
This is the schnorkel boom seen on the earlier U-boats, before the schnorkel was fitted into the conning tower like the periscopes.
The schnorkel would be raised, and would probably fit into the bracket shown in the previous photo.

The vehicle seems to be an Sd.Kfz 6 but I'm not sure the apparatus is a schnorkel (is that what you meant?), it looks electrical.
If that would be a schnorkel for diving through a river - the driver would be under water and would need a schnorkel too.
Your word is liquid propane gas in English and that is sort of what I was thinking but I do not know the application or why it would seem to be on the back of that vehicle.
