The Schola Progenium educates the children of Imperial servants, and gives automatic scholarships to those whose parents have died in the Emperor’s service.
A Schola Progenium education is commonly seen as an advantage in most career markets, and so an educated elite exists, loyal to the Imperium and positioned securely above the common masses.
The Schola ensures that all of its students have a practical (though not theoretical) understanding of the laws of science, as they are understood within the Imperium.

As for the Schola's role in education at large, the other 40k parallel I'd draw is that of the Adeptus Arbites.
Recruiting from the schola would mean having to undo their previous education (not to mention there would be FAR too many questions from the young recruit) and they wouldn't be able to be as certain o their loyalty as they would with skitarii recruits.
The Schola, as far as the canon goes, is for the children of servants of the Emperor, be they Adeptus Arbites, Imperial Guard Officers, Imperial Navy Officers or whoever.

Most aristocrats become students at some time in their life, either being sent to the religious Schola Progenium, a secular Universitariate or, when neither of these are possible, taught by private tutors.
Most of the tutors at Schola Progenium schools are preachers or former missionaries, while those at secular universitaria tend to be full-time philosophers.
The two maximum advances for Sagacity are for Schola Progenium tutors and secular or private tutors respectively.

Certain psykers are picked out by the Schola Progenium for their emerging psychic abilities and trained to become Sanctioned Psykers.
That seems to be mostly accurate, but it isn't the Schola Progenium that handles psykers but rather the Adeptus Astra Telepathica, which controls the "recruitment agency" (The League of Blackships) and the "training college" (Scholastia Psykana).

Are Progenium selected for specialist training taken at certain ages or just when they show particular promise in certain desired areas?
Progenium selected for Commissar training are relocated to a local Cadet unit for in field training amoungst the Guard they will guide when they graduate, but what about Ogryn units?
There will be variations between Scholae, but no doubt those fail to show much propensity for further education will be kicked out to go die for the Emperor at about 14/15.

The largest academy of the Schola Progenium is on the world of Terax.
For some reason, Ogryns consider Commissars to be almost angelic, and as such whole divisions of the Schola Progenium are devoted to training Commissars in the arts of commanding Ogryns, since often the Commissars are the only people the Ogryns will listen to.

For one, there's the Schola Progenum (sp?) which trains orphans to be Commissars.
The Schola Progenium seems to provide such a perfect environment for the training of officers.
It'd be easily to select a few who possess the stuff to make good officers and have them send to a special branch of the Schola where they'd learn about tactics, strategy and things like this.
