Approximately 20 percent of California schools have a credentialed library media teacher on campus part time or more; the majority of professional staffing is found at the high school level.
Although the average national ratio of library media teachers to students is 1:870, California ranks 51st in the nation with a ratio of 1:4,541(2002-2003 CBEDS Report and Digest of Education Statistics and Tables and Figures, National Center for Education Statistics, 2002.

 UT School of Information - Standard School Librarian Certification
A deficiency plan is an agreement between a student, an employing school district in Texas and the Texas Board of Educator Certification which allows the student to assume a professional position for a limited time period as a school librarian before they have completed an official program of study leading to school library certification.
A school district must file a deficiency plan with the state in order to hire someone who is not certified as a librarian.

 School Library Standards - Texas State Library
The Texas State Library and Archives Commission is directed to develop voluntary School Library Standards in Texas Education Code 33.021.
The revised standards establish guidelines for school library programs at four levels: exemplary, recognized, acceptable, and below standard.
Supplemental Resources include output and outcome measures that libraries may use to describe the level of use and effectiveness of the program, a glossary of terms, bibliographies, and a list of the revision committee members.
