Although the importance of advanced study courses is growing, the NRC committee has identified a troublesome gap in access, particularly in inner-city and rural schools.
While advanced study opportunities need to be equally accessible to every student, the availability of AP classes decreases as the percentage of underrepresented minority or low-income students increases, especially for math and science.
NRC recommends that the primary goal of advanced study in any discipline should be for students "to achieve a deep conceptual understanding of its content and unifying concepts." In other words, they should emphasize depth rather than breadth of coverage.

 Study of School-To-Work Initiatives
High school graduation is no longer the goal towards which all activity in the school points; staff members are creating new articulation arrangements with postsecondary institutions, and helping their students plan their futures with the years after high school graduation in view.
The study's findings underscore a number of areas in which further research is needed in order to further clarify its impact of school-to-work reform on students, the impact on employers, the relative effectiveness of various reform strategies, the development of systems for school-to-work, and the implications for financing school-to-work systems.
While this study of school-to-work reform focused on programs that serve students who are entering the world of work after high school, the findings have important implications for those at the state and local level with the responsibility for school-to-work opportunities for all students under the act.

Furthermore, advanced study is almost the norm for secondary students seeking admission to the most competitive colleges - which view enrollment in demanding courses as an indication of a student's willingness to work hard - but access to such programs is limited for many students who are poor or minorities.
Advanced courses in mathematics and science should not be designed primarily to replicate typical introductory college classes, which may not take into account the best current practices in education.
The way many advanced courses are taught does not reflect the recent explosion in scientific understanding about how people learn, and rote memorization of facts, one of the least effective approaches to learning, is stressed in many advanced classes.

One factor is that US high schools face intense criticism from college educators, policymakers, education reformers, and the public for graduating a significant number of students who are not well prepared for college and do not possess the needed technological and problem-solving skills to enter the workplace.
The NRC study recommends that, when awarding credit and placement in courses beyond the introductory college level, institutions should base their decisions on an assessment of each student's understanding and capabilities in the discipline, using multiple sources of information (such as local placement exams and student interviews).
Since the primary goal of advanced study ought to be deep conceptual understanding, the breadth of the second semester curriculum should be sufficiently constrained to avoid compromising that goal.

Educators, policy-makers, law enforcement officials, and adolescent-development specialists came to the Radcliffe Institute for Advanced Study on May 21, 2002, for the National Conference on Lethal School Violence.
The conference centerpiece was the report "Deadly Lessons: Understanding Lethal School Violence," a qualitative and quantitative study of incidents of lethal school shootings released by the National Academies of Science on May 17.
