The United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) is an example of a standing scientific advisory committee mechanism, created by the UN General Assembly in 1955 (GA Resolutions 3226 (XXIX) and 31/10).
The continued work of the Committee is in response to the widespread concern of countries on the hazards of radiation exposures that arise from natural sources and that are caused by man-made practices, events and accidents.
This Scientific Authority has as its most important task to determine whether trade in any of the species included in the appendices to the Convention from the country concerned may or may not be detrimental to its survival.

 E/CN.17/1995/32 Indicators of Sustainable Development
Therefore, a second discussion paper focused on environmental indicators, entitled "Environmental Indicators: A Systematic Approach to Measuring and Reporting on the Environment in the Context of Sustainable Development", was prepared for this Workshop by the ProJect on Indicators of Sustainable Development of the Scientific Committee on Problems of the Environment (SCOPE).
The scientific community was represented by eight members of SCOPE and the NGO community by the New Economics Foundation and the IUCN Eastern African Regional Office.
The scientific community, including the SCOPE project on ISDs, should focus their efforts on improved indicators of sustainability which include the integration of and linkages among economic, social, environmental and cultural dimensions of sustainability, and the approaches to aggregation of indicator into policy relevant indices.

EOHSI, in cooperation with the US National Committee for SCOPE which operates through the National Research Council, is pleased to be the host of the Tenth General Assembly of the Scientific, Committee on Problems of the Environment (SCOPE).
The modern dictator faces an almost insoluble problem: all dictators act to limit both competing sources of informa tion and the ability of citizens to communicate without the permission of the authorities; yet for a nation to compete in our interconnected world it is crucial that citizens are capable of using interactive computer-based telecommunications networks.
Local problems can often best be understood and solved through research done elsewhere; we are increasingly aware of the global interconnectedness of environmental issues; and, perhaps most important, there is a moral imperative driving everyone into activities related to the protection of our planet.

 ICSU Structure
The Scientific Committee on Problems of the Environment was created by the Xth Meeting of the Executive Committee of ICSU in Erevan in 1969.
SCOPE’s scientific programme is designed to cover environmental issues - either global or shared by several nations - in urgent need of interdisciplinary syntheses through synthesis, assessment, and evaluation of information available on natural and human-made environmental changes and the effects of these changes on people.
SCOPE relies on a worldwide network of 40 national science academies and research councils, and 22 international scientific unions, committees and societies to guide and develop its scientific programme.

The governments of Belgium and Costa Rica, with the support of the United Nations Environment Programme (UNEP) and the Scientific Committee on Problems of the Environment (SCOPE), organized a workshop on this topic in Ghent, in January 1995.
A scientific Workshop focused on research and development of indicators of sustainable development was organized by the Scientific Committee on Problems of the Environment (SCOPE) in Germany, in November 1995.
This was followed by a workshop in February 1996 in Glen Cove, New York, organized and sponsored by the Government of Japan.

SCOPE was established by ICSU in 1969 in response to environmental issues emerging at that time, recognising the interdisciplinary nature of many of the research questions being posed.
Some of SCOPE's syntheses are published as monographs by John Wiley and Sons Ltd, Chichester, England (more than 50 titles have appeared so far) but many others are in the form of special reports, survey papers in the scientific literature, and/or semi-popular paperbacks.
In 1995, SCOPE is expected to receive financial support for its scientific projects from UNEP, EC, NATO, several governments (France, the USA, Spain, Mexico and Belgium) and various private sources (the Mellon Foundation, EPRI, the Wallenberg Foundation, the MacArthur Foundation and the Leverhulme Trust).
