The department "Scientometrics" was created as a specific unit of CSSHS in April 1989 on the basis of a group of researchers functioning since 1975 at the Center of Scientific Information with Central Library and Scientific Archive.
The research activities during this period were connected with use of the scientometric methodologies for a more concrete analysis of the perspective fields and topical problems in science.
It needs also to be pointed the strong stress of the group in the understanding of the specific nature of the scientific communications and their role in the professional activities of researchers and in the science development at all.

 Webometrics and the SOEIS
In the classical scientometric technique of citation analysis the scope is to reveal the patterns of scientific communication and productivity which are embedded in the succession of references (citations) originating from some scientific publications.
In scientometrics, references would not be convincing as a matter of property rights or priority claims, nor as an argument that has not to be argued again, but as references of persuasion.
In scientometrics a common estimate of scientific productivity is given by the so-called Price law, according to which, half of the scientific papers in a given research field are contributed by the square root of the total number of scientific authors.

They are all based on 1062 papers published in vol 1:1978 to vol 44:1999 and the records were retrieved from SSCI using the Web of Science interface.

Scientometrics (or, in a broader sense - science studies) is coming out of age in that respect, too.
So, I'd rather leave "scientometrics in developed countries" to their experts, who seem to be quite numerous and (thus, already) capable of adding their share in extending the relevant societal equilibrium.
