Scioto County is a county located in the state of Ohio.
In the county, the population is spread out with 24.40% under the age of 18, 9.60% from 18 to 24, 28.30% from 25 to 44, 22.70% from 45 to 64, and 14.90% who are 65 years of age or older.
County coroner: Determines causes of death in certain cases; is the only person with the power to arrest the sheriff.

There is also a county educational service center (previously known as the county board of education) presided over by a board of education, typically numbering five members, elected to staggered four-year terms in non-partisan elections in odd-numbered years.

Rarden, population 176, is a classic "wide spot in the road" rural village that straddles an eight-block stretch of State Route 73 in western Scioto County, about 25 miles north of the Ohio River.
In late March Gardner and Copas received a phone call from the Scioto County Emergency Management Agency, inviting representatives from Rarden to attend a county-wide meeting with FEMA and OEMA staff to help local officials learn about mitigation and the HMGP grant process.
After state and federal officials explained the program and invited any size community to apply, Copas said a number of other attendees at the meeting advised her and Gardner not to bother applying, because Rarden's heavily damaged area (less than a dozen properties) was too small a project for FEMA or the state to consider.

This was original Scioto Valley depot built in 1877, NandW took it over when they bought SV in 1890 and used it until 1903.
The County recently received a State grant to construct a new County Jail and Sheriff's Department (which is desperately needed) but did not have a site large enough to build it.
The City of Portsmouth had wanted a couple of grade crossings in the city closed due to high maintenance costs, and NS has wanted to get rid of this huge building for years, since the only departments left in it are a couple of offices for the signal dept. and radio repairs.

Christopher Weathersbee, 64, fled to West Virginia with 16 of his goats, including a dead one he'd been storing in a freezer, in late February amid an impoundment and seizure by agents in Scioto County, Ohio.
Ohio agents found an estimated 80 goat carcasses on his rented property including one in the house and another nine in a freezer, according to Teresa Landon, director of the Ohio Society for the Prevention of Cruelty to Animals.
In West Virginia, shelter officials found another goat dead after a passer-by notified officials that the goats appeared thin and weak.
