It is used to pick up or scoop a patient from the ground to a stretcher trolley when a spinal or neck injury is suspected or if the patient cannot move themselves because of pain or immobility.
An ambulance crew would use a scoop to transfer a patient from the ground to a stretcher trolley or from the stretcher-trolley to a hospital bed.
The two sections unclip from each other on the vertical (you can see the clips) which allow the scoop to be placed under the patient for lifting and also for removal of the scoop when on the trolley.

We do feel that a scoop stretcher can be used as an interim device, because it is convenient to pick up a patient as an alternative to logrolling.
The scoop streatcher is then placed on the rigid backboard and removed, leaving the patient on the backboard.

Dust, the aluminum scoop stretchers are not to be used to transfer someone to a spinal immobilization device.
Aluminum scoops are utilized most commonly for people with orthopaedic injuries to remove them from the ground to a normal stretcher to prevent excessive motion to injured body parts.
Unless you've been reading something I haven't, using a scoop stretcher to remove an unimmobilized person with a suspected c-spine fracture could be seen as a violation of the standard of care.
