Since its inception it was proposed as a Freeway not to require tolls to fund its construction, however, due to political activities from Labor and Liberal parties since 1999, the project has been surrounded in controversy and has seen many delays during the proposal stages.
Scoresby Bypass was then coined by the media, although it was incorrect as the freeway actually runs straight through the suburb of Scoresby let alone bypasses it.
Signs were erected at some points along the route, declaring it as the proposed "Eastern Ring Road - Scoresby Section", and for a period of time during the 1980's the Melway street directories reflected this (later it was changed to "Scoresby Freeway").

The commercial which pictures freeway construction is clearly designed to mislead Victorians into believing that construction on the Scoresby Freeway has commenced.
The pictures may be of another freeway whether nearby or not, but could not be of the Scoresby Freeway.

The Scoresby Freeway can be built without tolls and that is exactly what a Liberal Government will do.
In fact, the true cost to Victoria of making the Scoresby toll free, will be, in lump sum terms, approximately the $2.5 billion cost of building the project, together with an amount representing other costs and foregone opportunities of the consortium, less the Commonwealth's half share of the original Scoresby section of the freeway.
It's only Steve Bracks' pigheaded refusal to admit he was wrong and the enormous loss of face John Brumby would suffer that is leading the Government to stick to the decision to break their solemn promise.

During the election of 2003, a campaign plank of the ALP was freeway not tollway.
The Bracks administration took 11 seats in the Scoresby corridor on the strength of that declaration.
To, reiterate, by the time they left office, 1999, the fund was already at $200m and thus, it is simple to reckon,if they were still in office, the full amount would of the state government’s part of the purchase price of the highway would have been met.
