The inventor of scotch tape was Richard Drew.
Well, the people using scotch tape on painting cars said it needed more adhesive on it, because it was only on the side of the tape, so it didn't stick very well.
The workers yelled "Take this "scotch" (scotch means greedy) tape bake to the "scotch" bosses that you have and tell them to put adhesive all over it!" Well, the name stuck.

The clothbacked tape allowed paint to seep through, ruining the neat line, while the paste and glue-coated paper stuck too tightly and had to be scraped or ripped off, botching the finish beneath.
The adhesive would have to hold the tape firmly to itself in its roll but then unwind without leaving a sticky residue on the surface beneath and stick securely to the new surface to be sealed.
And when the tape itself has left a coating of adhesive or a few small remnants on a surface, there is only one remedy: press fresh tape onto it and lift briskly.

One thing to try would be to go to the website of the tape manufacturer (for example, 3M, who make Scotch tape).
Use archival-quality tape then -- it can't contain any sugars, since that would ruin the "archivalness" of it (encouraging microbes/bugs = not good for archives).
I'm going to go out on a limb here and guess than unless people are licking your food service signage (or stealing the tape to secure their catheters) your use of double-sided tape isn't a danger.
