Although Scotland County is relatively young among North Carolina counties, having been formed in 1899, it has a rich and interesting history.
The main reason given for the movement to break away from Richmond County was that the county seat, Rockingham, being some twenty to thirty miles away, was too far from the eastern part of the county.
A petition opposing the formation of the new county was circulated in the legislature of 1895 by Richmond County opponents of the separation, and in the petition attention was called to the small number of Populists and Republicans who voted in Laurinburg.

Harris in 1979, William Duncan was born about 1744 in Scotland, married in 1766/67, and ventured to America in 1769 or 1770.
It is believed that he and his wife were married in Chatham County, North Carolina in 1777 or 1788.
Mary (Polly) Duncan, the tenth child, was born about 1793 in Chatham County, N. According to the Chatham County Records, she married Abraham Tally on September 17,1810, with William Emerson as Bondsman.
