		Burns, who has been Iron County Attorney for 16 years, was nominated to be the White House office's deputy director for state and local affairs by President Bush last July at the recommendation of Utah Sen. Orrin Hatch, ranking Republican on the committee.
		Though Burns impressed Democrats and Republicans on the committee and his appointment is not expected to be controversial, the panel did not take a vote Tuesday and is not expected to do so until at least March 14.
		Burns said that in looking at the issue across many states, "I am struck more by the commonality than the differences." However, he said he has always believed that prevention is the primary goal, followed by counseling and treatment.
