The Scottish Parliament was established as the national unicameral legislature of Scotland by the Scotland Act 1998, and held its first meeting as a devolved legislature on 12 May 1999.
While some Acts can apply to the whole of the UK including Scotland, due to the continuing separation of Scots law many Acts do not apply to Scotland and are either matched by equivalent Acts which apply to Scotland alone or, since 1999, by legislation set by the Scottish Parliament relating to devolved matters.
Under the Parliament Act, if the House of Commons passes a public bill in two successive sessions, and the House of Lords rejects them both times, then the Commons may direct that the bill be presented to the Sovereign for his or her Assent, disregarding the rejection of the Bill in the House of Lords.

The enactment of the Scotland Act 1998 conferred no sovereign status on the Scottish Parliament, and crucially has not changed the status of the UK Parliament as the supreme legislature of Scotland.

Several years after the Scottish Parliament had been established by the Scotland Act 1998, the target size of Westminster Parliamentary seats in Scotland was adjusted to become the same as that for England.
Three constituencies were left unchanged - the island seats of Orkney and Shetland, the Western Isles, though the latter changed its official name to the Gaelic "Na h-Eileanan an Iar", and Eastwood, which changed its name to "East Renfrewshire".
The new Parliament met on May 11 for the election of the Speaker of the House of Commons.

The Scottish Parliament (Constituencies) Act 2004, passed by the UK Parliament in July 2004, will come into effect upon the dissolution of the current UK Parliament.
The Parliamentary Constituencies (Scotland) Order 2005 details the reduction of the number of constituencies for the UK Parliament from 72 to 59 Scottish seats.
However, they have found seats elsewhere in Scotland and will be seeking election for the constituencies of Kirkcaldy and Cowdenbeath, Airdrie and Shotts and Edinburgh South West respectively.

The Parliamentary Constituencies Act 1986 provides that the constituencies of the UK Parliament into which each part of the United Kingdom is to be divided should be arrived at by means of a review undertaken by the Boundary Commission for that part of the United Kingdom.
This section provides for members of the Parliament and the Scottish Executive to be exempt from jury service in Scotland and England and Wales.

With the establishment of the Scottish Parliament in 1999, it was agreed that the number of Scottish MPs in the UK Parliament should be reduced.  The independent Boundary Commission for Scotland recommended 59 new constituencies for Scotland in place of the old 72 constituencies.
One Member of Parliament is elected in each constituency to represent everyone in that area.  There are approximately 70,000 electors in each constituency in Scotland. The old UK Parliament constituencies are still used to elect members to the Scottish Parliament.
