Until the re-organisation of the Scottish offices in 1939, the London-based Scottish Office, as it was then constituted, was the central department in Scotland for the ‘penumbra’ functions of the Scottish Secretary in his role as ‘Scotland’s minister’ within the UK Government.
Secretarial support was provided by the SHD, but the retrenchment in public expenditure after devaluation in October 1949 and the more direct involvement of UK ministers in investment decisions meant few meetings were subsequently held.
In June 1966 the co-ordination of Scottish policy on the rail services, civil aviation and the ports was re-assigned to RD1 (from the SDD), consolidating RDD control of virtually all of the Scottish Secretary’s non-statutory ‘economic’ functions.

The Secretary of State for Scotland (Rùnaire Stàite na h-Alba in Scottish Gaelic) is the chief minister in the government of the United Kingdom with responsibilites for Scotland, at the head of the Scotland Office (formerly The Scottish Office).
By 1885 the job had become too onerous and a separate post of Secretary for Scotland was created, which was usually (though not always) in the Cabinet.
The 1999 Scottish devolution has meant The Scottish Office's powers were divided, with most transferred to the new Scottish Executive or to other UK Government Departments, leaving only limited role for the new Scotland Office.

So the new general secretary's first target will be to get the party ready for a UK general election sometime in the next two and a half years, then it will be "all change" for a Scottish general election in 2003-4.
The current move by the Scottish executive to repeal clause 28 of the Local Government Act well in advance of Westminster and suggestions that there might be a Scottish Freedom of Information Act before the rest of the UK show how the same party in dual government can become controversially out of sync.

To read the Scottish press you might conclude her office was a joke, and Liddell an even bigger one.
That has not stopped a House of Lords committee recommending recently that the job of Scottish secretary should be abolished or merged, but Liddell retorts that "the members of the Lords committee involved people like John McGregor and Ian Lang" whom she tartly describes as "retreads, whose enthusiasm for devolution is not particularly marked".
In Scotland there are no tuition fees and the Scottish executive has made it clear it does not want them, but there are fears that Scottish academics may be lured to English universities by the promise of higher salaries, and that the free Scottish universities will be deluged with English applicants.

A sensible compromise may be a unified Secretary of State for the Union (with ministers responsible for the non-English constituent parts of the United Kingdom represented in a small government department).
